Mark is President of Mfg Strategy, Inc., following two decades at the National Center for Advanced Technologies, where he served as Senior Director for the Defense segment, focusing on technology, manufacturing, and R&D policy.

He serves as the OSD ManTech Liaison Officer to the NextFlex Institute, supporting the scale-up of Flexible Hybrid Electronics manufacturing, and represents industry on the Joint Defense Manufacturing Technology Panel. He is also a member of the DoD DMSMS Working Group and supports government-led strategic planning initiatives focused on technology transition within the Department of Defense.

Mark brings deep expertise in defense program strategy, including R&D portfolio analysis, acquisition frameworks, and funding mechanisms through the Planning, Programming, Budgeting, and Execution (PPBE) process.
